    NEWPORT BEACH, California—The Newport Beach Neighborhood Revitalization Committee named the appointments to the Citizens Advisory Panels for Via Lido Marina Village and City Hall site, Balboa Village, West Newport Beach, Corona del Mar entry, and Santa Ana Heights.

    The appointments were made behind closed doors even though the City Council had decided to make the Citizens Advisory Panels subject to the Brown Act.

    The assistant city attorney said the Neighborhood Revitalization Committee was not subject to the Brown Act because it was an ad hoc committee.

    The Committee set an overview for the Via Lido design guidelines process, which will include defining a regulatory “Newport Ecclectic” design to be enforced in the area.

    The City Council has set aside half a million dollars from last fiscal year’s budget surplus for the work of the Citizens Advisory Panels.
