    COSTA MESA, California—The cities of Newport Beach, Costa Mesa, and Huntington Beach announced they will formally explore combining five municipal services with the stated goal of “improv[ing] efficiency and sav[ing] taxpayer money.”

    The five services are: Police Special Weapons and Tactics or SWAT services, lifeguard services, jail services, animal control services, and police and fire dispatch services.

    An in-depth analysis is being prepared by Management Partners Inc. at a cost of $81,675, or $27,225 per city. In about five months Management Partners will write a report on initial and long term costs and savings, implementation, and service-level needs.
